on that boat. and the neighbor-noticed that the shrink wrap to put it on it that something did not look right. and he saw blood. he climbed up and saw the body and in the and that he called police. everybody is curious about this about. that is what we are following, and also, that there is a police negotiator that as a ride on the scene. and more police helicopters with the league flash lights on the tops so they can see and able to be able to get a view of the ground. there is concerns that he is in the back of this boat and it is possible that he is been there all day. now, that we are reading from a twitter that there is a fire in side of the boat. it is not clear how big that fire is but i am reading that this is from reporters on the scene in
5:15 pm
watertown. that there is a fire on the boat with the suspect is responsible. from the boston marathon massacre that there is a fire on that boat. they are saying that this is a perfect place for him to hide. and that activity started happening after. again, the very latest is that there's a possible fire on this boat. >> pam: you are looking at live pictures with this live area we are not able to show you exactly where that is located. as they have pressed reporters back. in this case, explosives are involved keeping law enforcement in citizens safe three people killed on monday and we want to certainly try to save lives in this area. and they want
5:16 pm
to bring that suspect and live with answers. and stacey is alive on the scene. we're hearing that the boat is on fire are you hearing that? >> reporter: you know, i am learning events as that we are about 1 mi. away from the scene. they have moved reporters and anybody that is done about in this confrontation away from the media. we are about 1 mi. away and what i can tell you is that it does appear that the suspect is dzhokar tsarnaev cornered. the cnn reporter was not that far and heard the first burst of gunfire that was exchanged. so, he is believed to be on this boat and they are being cautious. there's a concern of this explosives. and also all of these recent developments took place. was
5:17 pm
lifted. and we have seen people however it had a bit of a sense of relief but with a bit of depredation. and this community is the last where he was seen. where that pursuit ended. where his brother was killed and he fled on foot. during that exchange, you will remember that there was a lot of explosives. with grenades, pipe bombs. during that exchange, and law-enforcement or so, there was a great enforcement with the this community that is still at large. where how this will unfold but i will tell you that as the police began speeding towards this location. there was a huge cheer many people are saying " go get them ". >> pam: stacey, you are talking about the crowd who
5:18 pm
are there out there? the media, the residence? >> reporter: i am speaking about residents there is a tremendous media presents. but there have been able to come out of their homes. and in this last hour when all of this gunfire exchange there was an isolated suspect in this boat. the residents were beginning to cheer in to say go get him they were anxious to get this resolved this is incredibly horrific. for the boston marathon, not only for the entire community but also for this community. they want to see this resolved. it appears that they do have the suspect in its site. they are hoping that this will be resolved shortly. >> pam: is that area of the boat have been i ba evacuated or is that still a
5:19 pm
shelter in place? >> reporter: initially, when this began, in order went out from the boston police that the residents of franklin street needed to shelter in place. now, they are no longer in courage to go out the cnn reporter is saying that the families involved. there is a home with a boat behind the home and they have removed that and the family appears to be okay. and if that appears that they had no idea that that man was so close is not known. but that is what they are reporting at this time. the immediate area of franklin street to certainly stay inside. >> pam: it is unprecedented for a major city to be on lockdown. with 1 million people or so how has that been, today? >> reporter: it is certainly. we've been on the
5:20 pm
scene of several man hunts but i will have seen nothing of this magnitude. streets completely vacant and dozens if not more police vehicles, armored vehicles, full body armor. and have th heavy-intense. >> pam: about the intensity that people are feeling, really quick? >> reporter: past i can say, there is a tentative optimism. that you can send in the crowd with desperate to hear that it is ended. >> reporter: stacy cole had, thank you for that update. >> pam: stacey, that was stacey cohen.. thank you they are getting closer to nailing down the second suspect. he is reportedly underneath a car and a dry docked boat. there have certainly been a vacuum asians and residents are
5:21 pm
cheering that he could have been captured soon. we are waiting to hear. and certainly, there have been renewed -- cheering from-- residents. >> reporter: we've heard reports that the boat was on fire and also credible sources that the suspect is covered in blood. that is the latest and also their latest information is that there is heavy police presence. of course we already know about but residents are being told to shelter in place and stay inside. the neighbors have said that the police have told them that this suspect in the watertown backyard that it is covered in blood. the neighbors are hearing that. also, on twitter that we can hear police shouts. to come out with your hands up! so, things are
5:22 pm
intensifying. we are hearing that the boat is on fire. we're hearing that the suspect is covered with blood. there is a negotiator on the scene. and possibly, they would like him to come out with his hands up. >> pam: they want to bring him back with intelligence. j.r.? >> reporter: pam, i been monitoring this. also, reporters better in this area. you heard stacey cohen of the flash bangs that they have heard and let me show you some of the sound bites and what those flash bangs. take a listen. >> they have deployed g several flash bangs. the laws could have been echo's but was a number. and they are getting ready to deploy gas. the rally want to they-you
5:23 pm
really want to get him but they are describing him as a cornered cat. desperate and they did not know how is going to act. in this vicinity, there is also very have to be careful because there is a large boat bustle with gasoline. >> reporter: one of the things that we have heard as those flash and also, face to face contact. take a listen to one of the reporters that is on the scene. >> they have essentially had i contact with the this believed suspect. there are reports that also, the the state officials in the fbi and washington are trying to coordinate that they believe that they have a tactical and pitch. they have a
5:24 pm
tactical-advantage, with night vision. and they believe that the time is in their favor. >> that is just some of their interviews we've been hearing from people on the scene. and also, everything is happening so quickly in the last 15 minutes. >> pam: people in the boston area they are holding their breath. that they are getting closer to finally apprehending the second suspect. catherine? >> just a short time ago, the acknowledgment is that the fbi interviewed the older brother. in 2011 at the request of the foreign government that is significant because there was some red flags about his
5:25 pm
behavior, back then in 2011. although, the police and the people that knew him say that he was increasingly obvious that he was returning to radical islam. they say, that for example that he had a you to play list. including that he will dedicate his life to jihad.. and also a student magazine editors saying that he does not have a single american friend and he does not understand them. the younger brother, the one that is and right now, that he was doing a better job of covering his tracks. even until the last minute. and everybody was saying to stay safe covering his tracks until the very end. right now, it is becoming clear that that there were a lot of red flags
5:26 pm
>> pam: certainly a tragic week for these boston citizens. the bombing suspect has been and this area is believed to be in a boat and justin waldman is looking into reports that the suspect is possibly bloody. we do know that this has has been an ongoing seemed. >> reporter: we continue to go through this live scene. that is where this suspect is pinned down in watertown. this residential area. the scene, is been on boston with the bombings and they went from cambridge, to watertown, across the charles river with a carjackin and intens

gunfight. and the suspect the second a suspect, dzhokar tsarnaev is believed to be pinned down in that boat. the reason why we cannot show you video is that the helicopters are not allowed to fly. the news helicopters are not allowed to fly in that zone. but the traffic has been banned in that area since this intense gunfight with police. and a likely presidential gunfight. and in watertown, from this location. since then, this entire boston metro neighborhood has been placed on lockdown. it appears to be a light colored sky. maybe smoke. this could be a sovereign of what is happening it looks like smoke is emanating from
5:28 pm
those homes. we can see the blue police light. near the street level. but it does look like that we are about 8:27 boston time. and it is becoming dark. it looks like that is where the direction of where the boat is. that is where the boat business has possibly been caught on fire with a flash bangs they do not want to kill the individual. the 19 year-old dzhokar tsarnaev i want to keep him, live. to try to disorient him instead of trying to kill him. they are certainly concerned about the gas tank in that boat and also concerned about explosives with a suicide vest. they have shown a propensity to use explosives. and overnight,
5:29 pm
the suspect number one, the brother of the died had charged law-enforcement. and he also had an explosive device and was used and that did not injure any officers. and that is where we stand right now. it is looking like there could be smoke coming from the fire. we will have to wait and get confirmation. >> pam: police seem to be close to getting an haa rest- - this is a delicate situation because this is a densely populated neighborhood. and they're close to or to getting if an arrest.. the police are doing as much as they can to get the people out. nonetheless, how much of an area could be impacted is still very
5:30 pm
sensitive in a delicate operation. justine? >> i am just reading that the fbi hostage has arrived. it is full of police officers, buses full of police officers. rightward that suspect is they believe that he is wounded and alive and that he has been there for most of the day. and also, we are reading off of twitter that there is a flash grenades that we heard from you and i witness. that the witness, that the saying that the flash grenades is what was causing the fire on the vote because the flash grenades were thrown on a boat. the earlier reports were saying that people were requested to turn off their lights in power. that is why it is so dark in this neighborhood. >> pam: possibly, a live,
5:31 pm
will become a desperate, and also, could be armed with explosives. there have been four deaths.. and charles clifford has more. >> let me give you a look at this neighborhood. this is franklin street on watertown. this is near downtown boston. at the moment, this entire area is shut down. they have been requesting that people stay evacuated. and for safety reasons right now it is believed that this suspect is on the corner of franklin in this boat. and presumably, it has been stored for the winter season. he has been missing for about 18 hours and it is possible but he has been
5:32 pm
hiding underneath this park and the spoke for most of the day. as the police search for this entire neighborhood. and he has been possibly hiding underneath the this ---boat in this backyard residence and neighbors are being told to stay inside. and that is were things stand at this moment. charles clifford, kron 4 news. >> pam: we are understanding that there were two different suspects on monday's bombing and not much discussion on weather or not there could the others involved with those two brothers. justine? >> reporter: now, the police in new bedford, this area near boston. there have been three people that have been taken into custody as part

5:38 pm
it is unthinkable. i am so fed up. >> reporter: the reaction is completely different from the suspects uncle. he said that the two brothers have brought shame to the tire family. >> i have been following this from the very beginning. i would never imagined that somehow the children of my brother would be associated with that. so, it is a atrocity. we are in shock. we would have been slightly been aware that he was involved i would've been the first one to bring him to responsibility. the what do you think this is?
